In the spirit of Openness on which this state is founded, no proprietary technology will be used by the state. The cost that would be associated with this will be provided to Open Source developers to further their projects. Also, this prevents any possibility of the state being controlled by another party.
Also, standards will be developed for interaction between, and within, systems (such as TCP/IP). Technologies that most closely follow these standards will be officially supported by the state.
