The principal mode of transit will be the monorail. Although it requires a high level of infrastructure, it presents a level of speed and safety that does not exist in other forms of transit. Also, being electrically powered, it is clean, and being raised above ground, it provides more area for parks and commerce.
The idea is that, similar to the way cars work, citizens will have a monorail car. However, the electronic navigation and safety features makes it possible for a young child to get from one place to another without the aid of an adult.
The state will be laid out in a square pattern, like most large cities. All "roads" will be one-way, alternating across town. Possibly, the two main streets will be two-way.

Not only will the speed of each car be impressive, but the ability of the owner to remotely pilot a car (in case he walked to work, but it began to rain before he left for home), and the ability of each car to navigate -- knowing the position and path of every other car -- allows the system to pre-emptively avoid any traffic jams and detours along the way.
Of course, public transportation will use this same infrastructure. Slight modifications -- such as a little detachment for the bus to pull off the main road in order to stop and admit passengers -- will prevent this from becoming a bottleneck.
A possible additional mode of transit will be a high-speed subway system. This will be a less rigidly structured layout, with direct dedicated lines connecting important parts of the state.
A possible problem with this is the number of lines, it will probably be near d(d-1)/2 routes, where d is the number of destinations. Because of this, some approximation and combination of routes may be necessary.
One of the goals is to completely eliminate transit on the surface -- increasing the safety of pedestrians.
